STARR
(Staff Training Aimed at Reducing Re-Arrest)
STARR is a set of supervision techniques officers use in their daily interactions with persons under the court’s supervision. The techniques and training are based on existing behavioral change strategies found to be effective at helping people make better choices. The STARR curriculum was developed by the Probation and Pretrial Services Office of the Administrative Office of the U.S. Courts with input from existing research experts in the field of community supervision and correctional interventions. The skills include active listening, giving effective feedback, role clarifications, reinforcement, disapproval, effective use of authority, punishment, cognitive behavioral interventions, and problem-solving skills. The District of Kansas implemented STARR in 2017.
